David decided: Instructed plan review to pass no-new-states constraint on sync status

David rejected a plan addition that would have introduced a new 'degraded_sync' status enum, preferring fewer states in the data model.

When a sub-agent proposed adding a third sync status to differentiate partial from full sync failures, David pushed back.

no dont add more states

The existing two-state model (synced vs. failed) was sufficient. Adding a third degraded state would have added model complexity and required migration work for a distinction that could be handled operationally. David kept the schema minimal.
