David's problem: Kerra signup produced no lecture notes candidates for new Notre Dame user

David noticed a new Notre Dame signup had nothing appearing on their university app home page and directed a full production investigation.

theres been a new signup from someone at notre dame university just now. i want you to go and investigate the bootstrap that has or hasnt happened for them and investigate whats going on. did the calendar agents for all their courses run and complete successfully? did kerra create events in their calendar herself? what about the monitor tlr and the assignment planners and the module planners? whats going on with those?

The investigation found the calendar agent had failed for several courses (Spanish, Biology, Organic Chemistry) due to Google Slides links in Canvas pages not being fetchable by the current prefetch pipeline. The failure cascaded into no sync-active courses, no module plans, and therefore no candidates.
