David decided: Launched Create New Lecture modal replacing the Start Kerra button

David described the new flow via a screenshot reference and a clear spec.

i want us to change the copy of the start kerra button to 'Create New Lecture' and we need to change what happens when that button is clicked. instead of opening a workspace, i actually want a popup modal to come up, one that we should design from scratch in our super minimalist aesthetic using the styles and color schemes on the university app home page, that lets the user upload files and videos and images, each of which should become a primary file in a module plan that should be assembled

The modal introduced a user-uploaded file path alongside the existing LMS-synced lecture notes path. David specified a 10h/day video budget cap and required a title input at the top of the modal.
