David decided: Rejected phased rollout wording in the Canvas file metadata heal plan

When reviewing the implementation plan for fixing missing Canvas file metadata and external source recovery, David caught rollout language he disagreed with.

i hope youve not put any phased rollout language in here? we need to do it all now. if the plan includes any wording like that, change it to be that we need to do it all now

This is a consistent David pattern: phased rollouts are for when there is genuine technical risk that mandates caution, not a default. The plan was updated to execute everything immediately.
